The State Food and Drug Administration (SFDA) of China requires all cosmetics entering the Chinese market to obtain an administrative license in advance, namely, the “Imported Non-Special Purpose Cosmetics Registration ” or the “Imported Special Purpose Cosmetics Health License”. At the same time, in order to protect consumers’ right to know, labels of all imported cosmetics must meet the requirements of Chinese national standards.
Classification of cosmetics:
Non-special-purpose cosmetics include: hair-caring(shampoo, hair care products, styling products); skin-caring products (cleanser, toner, balm, etc.); makes-up (foundation, blusher, eyebrows, eyeliner, mascara); lip products; products for nails / toe nail; aromatic products (perfumes).
Special-purpose cosmetics include: hair growth, body building (weight loss), breast enlargement supplement, hair dyeing products, perming products, sunscreen, etc.
