One stop support for testing and packaging compliance
The EU Packaging and Packaging Waste Regulation (PPWR) has applied in phases since 12 August 2026. For businesses supplying packaging and packaged products to the EU, packaging compliance is an important consideration for market access, customer deliveries and product design. Businesses should check the requirements already applicable and incorporate future milestones into procurement, development and supplier management. We combine testing, regulatory assessment and technical documentation support in one integrated PPWR compliance service.
EU market access PPWR covers packaging of different materials and uses, including sales, grouped and transport packaging. Businesses must fulfil the obligations applicable to their role. Compliance of the product itself does not establish compliance of its packaging.
Procurement and delivery Material changes, packaging redesign, supplier evidence collection and testing all take time. Inadequate preparation can lead to repeated customer reviews, packaging rework and delivery delays. Early assessment helps reduce the cost of last-minute corrective action.
Traceable evidence Claims such as “environmentally friendly packaging” or “recyclable material” do not replace verification against applicable requirements. Material and component information should be linked to testing and assessment records to support technical documentation and customer enquiries.
Some requirements already apply, making timely checks particularly important for PFAS in food-contact packaging. Preparations for labelling, material and design requirements associated with the 2028 and 2030 milestones should also inform new product development and packaging selection, helping businesses avoid repeated redesigns.
Prioritise food-contact packaging being placed on the EU market, packaging with incomplete material or supplier information, and packaging intended for long-term use or requiring new tooling or large purchase commitments. Identify risks and evidence gaps before scheduling tests and corrective action.
| Milestone | Key developments and actions |
| 11 February 2025 | Regulation entered into force. Establish a packaging inventory and identify supply-chain roles and regulatory scope. |
| From 12 August 2026 | Phased application begins, including PFAS restrictions for food-contact packaging. Prioritise checks of marketed packaging, material information and supporting evidence. |
| From 2028 | Monitor implementation of harmonised labelling requirements. Plan artwork, material-information and printing updates. Exact application dates depend on the relevant implementing acts. |
| From 2030 | Requirements on recyclability, recycled plastic content, minimisation, certain single-use packaging restrictions and reuse are phased in. Assess materials and design early; confirm category-specific dates and exemptions. |
This timeline summarises selected milestones. Obligations have different application dates, and some deadlines depend on secondary legislation. Confirm the relevant dates and exemptions for each packaging category and use.
Our one stop service covers regulatory scoping, testing, compliance assessment, corrective-action verification and technical documentation support. We coordinate testing and evidence preparation around your packaging types, uses and supply-chain role to help you meet applicable requirements, reduce coordination effort and avoid unnecessary repeat testing.
We review packaging products, material composition, intended uses and your business role to identify current obligations and future preparation needs. A gap assessment of existing evidence helps prioritise issues affecting market access and customer deliveries.
Deliverables Applicable-obligations checklist, evidence-gap list, risk priorities and a phased action plan.
We provide testing for applicable parameters, including heavy metals in packaging and PFAS in food-contact packaging. We define the test scope and sampling plan based on materials, construction and intended use, perform testing and deliver reports with results assessed against applicable requirements. Where non-conformities are identified, we recommend corrective action and provide retesting as needed to verify its effectiveness.
Deliverables Test plan, test reports, results assessment and corrective-action retest reports where required.
We review packaging construction and supply-chain data against relevant requirements for design for recycling, packaging minimisation, recycled plastic content and labelling. Where material substitution, structural optimisation or artwork changes are needed, we recommend improvements to inform further verification and procurement decisions.
Deliverables Design and information gap assessment, improvement recommendations and a corrective-action verification plan.
We bring together test reports, packaging specifications, material information and assessment records to support technical documentation and preparation of the EU declaration of conformity. We link results to the relevant packaging, requirements and corrective-action records, and address customer questionnaires and supply-chain information requests to help build a consistent, traceable evidence package.
Deliverables Technical documentation package, declaration-of-conformity preparation support and compliance information for customer reviews.
Share your packaging list, material and construction details, intended uses, sales countries and available records. We will confirm the applicable requirements and service scope, develop a testing and assessment plan, and coordinate sample testing, corrective-action verification and documentation delivery so you can track each step.
